T he spookiest holiday of the year is fast approaching, and residents all over are picking out costumes, rehearsing shouts of “Trick or treat!”, and daydreaming about heir favorite Halloween candy (Twix is the right answer). You may be familiar with the concept of All Hallows Eve, which was celebrated the night before the November 1st cel ebration of All Saints Day, designated by Pope Gregory III in the eighth century. However, the roots of Halloween actually stretch back much further to the ancient Celtic festival of Samhain (pronounced “sow-in”), where the Celts living in modem-day Ireland would light bonfires and wear costumes to ward off ghosts and evil spirits. They started their new year on November 1st as well, a day which brought with it the end of summer and the beginning of the dark, cold, and often deadly winter. Samhain was held the night before on October 31st, when they believed that the distinction between the worlds of the living and the dead was indistinguishable and that otherworldly beings came back to earth to wreak havoc and destroy crops. However, these spirits weren’t all terrible. Celts believed that their presence made it easier for Druids (Celtic priests) to make predictions about the future, and since they were highly dependent on their crops, these prophecies were often looked to as a reliable source when enduring the harsh winters. The Druids built bonfires where people gathered to bum crops and animals as sacrifices, and they wore “costumes” consisting of animal heads and skins while engaging in fortune telling. When the evening was over, the sacred bonfire was extinguished — but not before relighting each home’s hearth fire to protect families during the cold. Once the 9th century dawned, the influence of Christianity made its way to Celtic lands where it merged with Celtic tra ditions. The Christian church declared November 2nd to be All Souls' Day in 1000 A.D. to honor the dead, which is believed by many to be an attempt to replace Samhain with a church-sanctioned holiday. The celebrations were similar with bonfires, parades, and people dressing up as devils, angels, and saints. Deriving from Middle English Alholowmesse, meaning “All Saints’ Day,” the name morphed into All-hallows/All-hallowmas, then All Hallows Eve, and eventually, Halloween.

Over in America, Halloween wasn't widely acknowledged due to the Protestant belief sys tems in colonial New England, but it was a bit more common in Maryland and the southern colonies. The Americanized version of Halloween emerged as the customs of European ethnic groups and Native Americans came together, and the first celebrations consisted of autumn festivals that welcomed the harvest. In the second half of the 19th century, when immigrants made their way over to America in droves — especially the Irish, who were fleeing the Irish Pota to Famine — Halloween began to spread in popularity nationwide. Hal loween’s various permutations throughout history have brought us to this much-anticipated holiday of the present — one in which Americans spend an estimated $6 billion annually on Halloween, second only to Christmas. Maybe something to muse over while you’re munching on your kids’ stash of trick-or-treated chocolate at 11 pm in your kitchen on October 31st (don’t worry; I won’t snitch).

Ribbons as Symbols Ribbons first became a tool to bring awareness and support to a cause in 1979 -when the wife of one of the prisoners of the Iran hostage crisis, Penny Laingen, decided to use a yellow ribbon to show support for her husband and the other hostages. A decade later, Visual AIDS-an AIDS awareneliS and support group-em ployed a red ribbon on a national stage during the Tony Awards. Since then, many organizations have claimed their own unique ribbon color to signify sup pon and awareness for their cause. A Peachy Past The ribbon for breast cancer awareness got its start as peach colored, aa:ord ing to Pink Ribbon Internationalan initiative for breast cancer awareness and funding. Charlotte Hayley, a breast cancer patient, introduced the peach ribbon by at taching it to cards saying, The National Cancer lnstitute's annual budget is 1.8 billion U.S. dollars, and onlyS percent goes to cancer prevention. Help us wake up our legislatocs and America by wearing this ribbon." Haley distributed thousands o f these ca rds, and her message spread by word of mouth, but her effor ts were strictly grassroots. The Making of an Icon The pink ribbon truly became established in 1991, after the cosmetics indus try endorsed the symbol. This is also how the ribbon took on the pink hue it is known for today. The editor-in-chief of Self Magazine, who was working on a breast cancer awareness issue with Estee Lauder Cosmetics, sought to incor porate Haley's ribbon, but Haley rejected the collaboration — stating that the magazine's intent was “too commercial.” Unable to use the original peach ribbon for legal reasons, the magazine changed the color to pink — and the rest is history. wellknown symbol for breast cancer awareness and support. Twenty-two-year-old Cooper Corrao had a brainstorm of an idea one day when he and his family went out for dinner. His father and sister wanted to go out for dessert afterwards and get some ice cream. Cooper was too full, but wouldn’t have minded just having the ice cream cone without the ice cream.

Suddenly, he had an idea. An idea that would eventual ly lead to his very own original business. He makes waffle cones, creating his own recipes in a commercial bakery. He coats them in different flavors, breaks them into chips, bags and seals them, and then sells them at local markets. He also has a small online store. Some of the flavors offered are: salted caramel, cinnamon toast, dark chocolate, birthday cake, cookies and cream, and his newest creation are his coop cone- olis. They are his coops cones on the outside with his own cannoli cream that he fills up fresh at the market. He also has seasonal flavors such as pumpkin and chocolate peppermint. Cooper sells his product at Bellworks in Holmdel every Wednesday, in West Long Branch on Fridays, and the Marl boro market every other Sunday. There are some holiday markets coming up, such as Granny’s Attic, and the cake and cookie convention in September. MARTY’S PLACE SENIOR DOG SANCTUARY ANNOUNCES HOWL-O-WEEN FAMILY FEST ON OCTOBER 21 Canine Costume and Pie Eating Contests, a Leisurely Walk, Hayrides, Live Music, Games, Food Trucks, Beer Garden, Vendors and more will Highlight the Dog-Friendly Festival

Dogs and dog lovers are invited to Marty’s Place’s Howl-O-Ween Family Fest, a dog- and family-friendly fall festival to benefit the sanctuary’s senior dogs. Adults and children are invited to join hundreds of fellow canine enthu siasts who will come together on the scenic grounds of the dog sanctuary located at 118 Route 526 in Upper Freehold on Saturday, October 21 from 12 noon to 5 p.m. (rain or shine). Highlights of the event will include canine costume and pie eating con tests, a fun leisurely walk, agility demonstrations, hayrides, police dog demonstrations, live music from AlterEgo, vendors, food trucks, beer gar den, basket and 50/50 cash raffles, and other fall-inspired games, challenges and activities for children, adults and canines. “We’re so excited to gather again for our largest fundraiser of the year,” said Doreen Jakubcak, founder and executive director of Marty’s Place. “Family pets are being relinquished in record numbers to shelters and rescue groups. Senior dogs are the least likely to be rescued and are most at risk of being euthanized. The proceeds from this event will allow us to save more seniors.” Adults, children and dogs are welcome to dress in costume (if your pooch enjoys dressing up) and participate in a variety of fun costume contests. Prizes will be awarded in several categories including: Best original (home made costume), Best Duo and Best in Show. New this year is the pie eating contest with four categories for dogs of various sizes. Admission for the event is $5 for adults; children under six are free. All proceeds will benefit the senior dogs cared for by Marty’s Place. Avoid Being Pulled Over by The Police By John Bazzurro Obviously, the easy way to avoid being pulled over is to refrain from violating any traffic violations. However, in my practice, I have recently seen a number of people pulled over for reasons other than moving violations under the traffic code. Because the first defense for attorneys in representing individuals in municipal court is to challenge whether or not the officer had appropriate cause under New Jersey law to actually make the stop in the first place, any “legal” reason that an officer has to effectuate a traffic stop makes the attorneys’ defense of any case much more difficult. Other than moving violations, the four most used violations by officers to validate a potential, otherwise “illegal” traffic stop have to do with simple equipment violations that can be resolved rather quickly and inexpensively. The first equipment violation relates to the “improper” covering of a license plate by a license plate frame. License plate frames are generally the plastic “frames” that are given out by most car dealers or that can be bought in any automotive store. New Jersey law prohibits a motor vehicle from having a license plate frame which conceals or otherwise obscures “any marking” on the license plate. Thus, if a portion of the words “New Jersey” or “Garden State” is obscured on your license plate in any way, a police officer has the legal right to effectuate a traffic stop. The second violation relates to items hanging off of your rearview mirror and other obstructions of the windshield and front side windows. New Jersey law prohibits the operation of any vehicle which is “constructed, equipped or loaded” so as to “unduly” interfere with the driver’s vision. New Jersey case law has held that items hanging from the rearview mirror could fall under the language of this statute. However, the statute also includes the existence of stickers, signs, radar detectors, navigation systems or any other device or mechanism attached to the front windshield. The third violation relates to tinted windows. The same statute that restricts the hanging of anything from the rear view mirror also has been construed to hold that tinted windows constitute such an obstruction of view and, as such, the tinting of any three of your front windows would constitute appropriate cause for a law enforcement officer to pull you over even where you have not committed a moving traffic violation. The fourth violation relates to broken lights on your vehicle such as headlights, taillights, brake lights and signal lights. Even where you have not committed a moving traffic violation, a law enforcement officer has appropriate cause to effectuate a traffic stop where he observes that one of your lights is not operational. It should be noted that the fines and penalties for these violations, in and of themselves, are not excessive. However, as is often the case, the law enforcement officers, upon effectuating a traffic stop will then observe that the driver or passengers in the vehicle have violated other motor vehicle and/or criminal statutes such as driving while intoxicated (DWI), driving under the influence (DUI), possession of controlled dangerous substances (CDS), possession of drug paraphernalia, open containers of alcohol in a vehicle, possession of a weapon or any other offenses which the officer may observe during a traffic stop. Once you are pulled over for a valid reason, it is difficult for an attorney to challenge the traffic stop on the basis of articulable suspicion or probable cause. Accordingly, in light of all of the above, it is prudent to make sure that your motor vehicle complies with all of the above statutes in order to prevent being pulled over by law enforcement even where you have not actually committed a moving traffic violation.

Financial Heath: TAX CREDITS CAN HELP OFFSET THE COST OF HIGHER EDUCATION Whether it’s online, in-person, part-time or full-time, higher education can be expensive. The good news is there are tax credits that can help offset these costs. These credits reduce the amount of tax someone owes. If the credit reduces tax to less than zero, the taxpayer could even receive a refund. Taxpayers who pay for higher education can see these tax savings when they file their tax return next year. If taxpayers, their spouses or their dependents take post-high school coursework, they may be eligible for a tax benefit. There are two credits available to help taxpayers save money on schooling, the American opportunity tax credit and the lifetime learning credit. Tax payers use Form 8863, Education Credits, to claim the credits. To be eligible to claim either of these credits, a taxpayer or a dependent must have received a Form 1098-T from an eligible educational institution. There are exceptions for some students.
