HOME IMPROVEMENT What is the Do Not Knock Registry? The Do Not Knock registry is a list of residences and businesses at which door-to-door commercial solicitation – an offer to sell or buy goods or property – is prohibited. This includes anyone who would come to a door for the purpose of “...re questing, either directly or indirectly, money, credit, funds, contributions, personal property, or anything of value; taking or offering to take orders for goods, wares, and merchandise, except milk or newspapers, or for services to be performed in the future, or for selling, making, manufacturing; or repairing any articles or thing whatsoever for future delivery.”

It cannot prohibit the distribution of leaflets, pamphlets, or other literature such as commercial, political, or religious mate rial distributed in a lawful manner. Religious and political groups are often exempt from these laws because of First Amend ment protections. Michael Darcy, the executive director of the New Jersey League of Municipalities, said creating this kind of registry may help police get a better idea if is there is suspicious activity going on. What are the penalties if the law is violated? Violators will face steep fines: up to $1,500 for a first offense, up to $3,500 for a second offense within 24 months, and up to a $10,000 fine or 30 days in jail for a third offense within the same time period. Violators will also have their solicitation permit revoked. Will this keep everyone from knocking on my door? No. Local charitable groups and political candidates and other non-commercial entities have never required a permit to go door-to-door and are not impacted by this law. Only commercial, for-profit solicitors are impacted. If you didn’t need a permit before, you aren’t impacted by this law. What if I don’t want to be on the Do Not Knock Registry? The Do Not Knock Registry is entirely voluntary. If you choose not to sign up for the Registry you will be unaffected by this law. Currently, the towns in the State of New Jersey that implemented this to date: Jackson Jersey City, Toms River, Manchester Township, Freehold Borough, Hamilton, Howell, Hillsdale, Edison, Wyckoff, Manalapan, Middletown, West Long Branch, Saddle Brook and Kenilworth have created Do Not Knock Registries.
